Candidates must meet the minimum qualifications listed below in order to be eligible for appointment.
Non-Competitive:
• Two years of permanent competitive, non-competitive or exempt service in a position allocated at or above Grade 14 working in an administrative or support capacity for a management executive at grade M-3 level and above; OR
• Five years of experience in an administrative or support capacity working for an executive level manager in an executive or legal office setting in the private sector.
Substitution: A bachelor’s degree can be substituted for up to half the required experience as long as the person has worked for a high level manager in a governmental setting or for an executive level manager in an executive or legal office setting in the private sector for the remainder.
Duties Description The Department of Financial Services is seeking a candidate for the position of Administrative Specialist 1. The Administrative Specialist 1 will function with a great degree of independence in providing professional level administrative support directly to the External Affairs & Strategy team. An ability to function in a fast-paced and results driven environment is critical. Discretion, tact, confidentiality and diplomacy skills are essential. Duties include, but are not limited to, the following:
• Provides high-level executive support to the Legislative Affairs team with respect to arranging internal and external meetings, coordinating conference calls, retrieving, generating and printing documents, and arranging and documenting travel;
• Serves as the point-person for incoming communications for Legislative Affairs, and accurately identifies and directs inquiries to appropriate staff. Frequent communication with legislative staff to gather critical and confidential information;
• Ability to shepherd responses through appropriate staff including coordinating cross-divisional responses;
• Awareness and ability to identify urgent situations which need to be elevated to the Director of Legislative Affairs for quick resolution;
• Manages and maintains files on every legislator including policy letters, constituent’s issues, and other interactions with DFS;
• Asists the Director of Legislative Affairs in compiling Legislative bios and histories for the Superintendent;
• Primary Executive support person for the Superintendent in Albany (if position is filled in Albany). When necessary, attend Superintendent led outreach events throughout the state;
• Works as an integral member of a team developing a streamlined process and database for organizing and tracking responses to Governor’s, Superintendent’s and Legislative correspondence;
• Trains new staff and coaches them on DFS records retention policies and procedures, as well as provides guidance to administrative staff who require help dealing with challenging constituent phone calls, and
• Miscellaneous duties as assigned.
Additional Comments *Positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $3,026 annual downstate adjustment.
If position is filled at NYC location, travel to Albany will be required.
