Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Archives and Records Management Specialist 2.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated salary grade 18 or higher eligible to transfer under Section 52.6 of the Civil Service Law. 55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.


Duties Description The New York State Education Department’s (NYSED) Office of Cultural Education (OCE) is seeking candidates for an Archives and Records Management Specialist 2 position in the Government Records Services Unit. The position provides records management and retention and disposition scheduling services to State agencies and local governments, as well as conducts onsite appraisals of State and local government records to determine archival value and prepare reports of evaluations. The incumbent will develop extensive knowledge of New York State law and regulation as it relates to the creation of records and the limitations on actions by and against the State as well as financial accountability statutes and regulations. Duties of this position include, but are not limited to, the following:

• Develop and update retention and disposition schedules for state and local government records including general records retention and disposition schedules;
• Conduct extensive legal, fiscal and programmatic research on the functions and operations of State agencies and local governments to identify recordkeeping requirements, business functions and legal obligations that affect records retention or archival value;
• Assist agencies to develop records management programs including analysis, system design, appraisal and retention scheduling for all records formats, including born digital records;
• Coordinate, develop, design and deliver onsite and online training and education programs for state agencies regarding records management including records retention, records access, recordkeeping requirements for born digital records;
• Assist in the operations of the State Records Center including working closely with warehouse staff, review of agency transfer documentation to ensure compliance with retention schedules and review of agency requests for extensions to retention periods, and
• Assist with assessment and large-scale transfer of records from state agencies.


Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position will require 5% in-state/Statewide travel. The work schedule for this position includes hours of Monday through Friday (9:00am – 5:00pm) with rotating Saturdays (9:00am – 5:00pm).
