Temporary: Community Mental Health Nurse is a continuous recruitment examination. To qualify, candidates must be licensed and currently registered to practice nursing in New York State, or possess a limited permit to practice nursing in New York State. (You must obtain your New York State license within one year of the date of appointment or action will be taken to remove you from the position.) AND have a bachelor's or higher degree in one of the areas listed below*; AND two years of professional clinical nursing experience, including at least one year as described below **; OR have 30 college credits in the areas listed below* IN ADDITION TO an associate's degree in nursing or completion of a three-year nursing program AND three years of professional clinical nursing experience, including at least one year as described below **

* Acceptable areas include nursing, health care administration, public administration in a health care area, public health, community mental health, community mental health counseling, psychology, sociology, biology, social work or human services. The 30 credits may include up to two statistics courses. Courses/degrees in physical education, recreation therapy, English, history, math, anthropology, languages, etc. are NOT acceptable.

** One year of experience in providing direct services to individuals diagnosed with mental illness, mental retardation, developmental disabilities, or alcohol or substance abuse in a COMMUNITY SETTING, e.g., a halfway house, visiting nurse, or a community clinic. SUBSTITUTION: A master's degree in community mental health may be substituted for this experience only.

Duties Description This Community Mental Health Nurse works within the Technical Assistance and Consultation Team (TACT) and will support the DDSOOs’ implementation of important statewide initiatives related to service delivery as well as ensure implementation of statewide policies and procedures and assist in the ongoing evaluation of nursing services provided to individuals with developmental disabilities. The Technical Assistance and Consultation Team (TACT) is a resource for all NYS OPWDD facilities. TACT members facilitate the use of best practices through training, programmatic observations and reports, and provide support to state operations with converting policies into practices. The TACT team assists with completing record reviews, and facilitating interviews of individuals, staff, and family. The findings/outcomes of each visit will culminate with an exit meeting and a written report.

Responsibilities may include but are not limited to, the following:

• Evaluate the DDSOOs’ provision and oversight of nursing services to ensure that care delivered by state operations is consistent with individuals’ overall needs.
• Provide nursing consultation and support to OPWDD certified, state operated programs, program managers and nursing staff.
• Conduct site observations and provide reports of findings and best practices to DSD Program Directors which may require periodic site visits throughout the state.
• Assist with planning, establishing, evaluating, and maintaining standards of nursing care.
• Provide nursing-specific clinical, consultative, and instructional assistance to DDSOOs.
• Provide input on updating nursing policies and procedures, as needed.
• Provide health education and training for state operated programs to address systemic and/or programmatic issues.
• Provide technical assistance and guidance to the DDSOOs and on-site assistance as needed.
• Act as a liaison between DDSOOs and OPWDD’s Division of Quality Improvement when warranted.
• Research and review data and demographics, identify medical needs of service recipients and propose solutions via policy and procedure development.
• Participate in community of practice meetings with subject matter experts across DDSOOs for the implementation of nursing policies, procedures, and best practices.
• Monitor the DDSOO’s implementation of the Levels of Supervision/Full-Time Equivalent (FTE) survey process and provide support as needed.
• Other duties as assigned.

• Please note that starting salary for this title reflects a geographic pay differential. $75,323- Posted Hiring Salary includes the sum of the statutory hiring rate for PS&T Grade 19 ($63,323), and Geographic Differential ($12,000). Geographic Differential added to the job rate ($80,429) for PS&T Grade 16.
