• Ensure deliverables are achieved timely and goals are met or exceeded.
Duties Description The Manager Information Services will act as the Deputy Executive Director for Client Agency Relations and will report to the ITS Chief Portfolio Officer and direct all activities associated with serving their assigned portfolio of client agencies. Duties include, but are not limited to, the following:
• Participate in Statewide, ITS and Client Agency Strategic planning to ensure alignment of IT services and investments. Assist in the planning, development, delivery and operation of IT services and initiatives consistent with the New York State IT Strategic Plan.
• Participate in Governance Board and provide recommendations to the Board’s activities relative to IT investment decisions, budget planning and project portfolio management.
• Direct IT project and resource planning to ensure budget, technical and timeline requirements are met. Assist agencies in developing related long and short-term goals to maximize resources.
• Recommend and implement communication plans which include clients, IT staff, enterprise executive staff, and other CIOs. Meets regularly with the client agency Commissioners or other leaders to ensure communication regarding ITS initiatives which impact the agencies and provides proactive suggestions and technical input.
• Identify risks to meeting project deliverables and client agency and end-user expectations and propose and implement solutions, or escalate issues as needed to mitigate risks.
• Collaborate with client agency and ITS leadership to align IT investments, services and projects with agency business needs and priorities.
• Provide recommendations on the development of strategies, goals and plans for enterprise technology initiatives required to support agency business needs.
• Collaborate with other Executive Directors and Deputy Executive Deputy Directors to identify and recommend opportunities to standardize data elements, database management, security needs, network operations and software development to provide enterprise-wide solutions, as appropriate, that meet agency business needs.
• Identify and recommend opportunities for sharing IT services across agencies, including programmatic commonalities and synergies among agencies, and collaborate with ITS leadership to develop common technology solutions for increased operational efficiency.
• Implement and measure technology standards and efficient delivery of technology services throughout ITS, consistent with industry best practices and enterprise technology standards.
• Review the framework for all new projects including budgets, staff resources, hardware and software needs and ensures that business needs of customers are considered throughout the project lifecycle
• Collaborate with peers to evaluate technology standards and efficient delivery of technology services throughout ITS; provide recommendations consistent with industry best practices and enterprise technology standards.
