Minimum Qualifications Minimum required qualifications include a Bachelor’s degree in Environmental, Civil, Chemical or other related Engineering field and successful passage of Part 1 of the National Council of Examiners for Engineering and Surveying Fundamentals of Engineering (FE) examination. Three years of full-time wastewater related engineering experience can be substituted for the FE examination. At the Corporation’s discretion, years of engineering experience, Professional licensure or certification (EIT/PE) and/or a master’s level degree in a related field may be considered when determining salary level.

All applicants must possess a valid New York State driver’s license as travel is necessary to conduct meetings and site visits in various parts of the state.

Duties Description Under the direction and supervision of the Unit Manager/Environmental Engineer III, the Environmental Engineer I (EE I) is responsible for providing technical engineering support for the New York Clean Water State Revolving Fund (CWSRF) and other financial assistance programs. Primary responsibilities include the review of municipal submissions by applying sound engineering principles for approval of wastewater treatment and water quality protection planning and design documents to ensure compliance with applicable New York State Department of Environmental Conservation (DEC) design standards, permits, and applicable Federal and State regulations. In addition, the EE I is the principal engineering project coordinator interacting with other internal divisions and government agencies, including but not limited to coordination with DEC and the New York State Department of Health.

Essential Duties

•Establish and maintain working relationships with municipal officials and their consulting engineer to determine need for, and interest in, assistance for water pollution control projects. Obtain and utilize information from municipal representatives to develop and present project priority scores and eligibility determinations for CWSRF financial assistance to CWSRF scoring panel.

•Perform technical review with Unit Manager oversight to make recommendations for approval or eligibility of engineering reports, plans, specifications, change orders, and other technical documents associated with the planning, design and construction of CWSRF eligible wastewater treatment facilities and various point, non-point, and National Estuary projects. Coordinate the review of these documents, with other interested State and/or Federal agencies, for conformance with DEC design standards and other applicable technical standards.

•Manage multiple projects at various stages from concept through construction completion by providing appropriate technical and application assistance to municipal representatives. Organize and participate in conferences with potential recipients of financial assistance to discuss program requirements and policies.

•Proactively maintain and update project database to ensure program requirements (permits, approvals, etc.) are met.

•Develop and maintain spreadsheets and other project documents in MS Word and Excel to monitor project status.

•Perform construction site visits throughout the State to monitor construction activities and secure appropriate programmatic documents related to bidding and program compliance. Perform interim and final project site visits on large and complex projects. Complete reports to record observations.

Working Conditions and Physical Abilities

Work is performed in an office setting, with prolonged periods of sitting and fine manipulation skills required for computer use.

In office position (not remote); may telecommute 2 days a week after 6 months based on current policy.
