Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as a Supervising Veterans' Home Fiscal Administrator (G61) OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a (G61) and deemed eligible for transfer under Section 52.6 of the NYS Civil Service Law.

Open Competitive Provisional Appointment: possession of a bachelor’s degree in accounting or business administration (including or supplemented by 24 credit hours in accounting), and four years of professional auditing or accounting experience in the field of health care, one of which must have been supervisory at the level of controller or assistant controller in a hospital or nursing home.

Duties Description The Supervisor of Veterans Homes Fiscal Administrator serves as the Director of the business/fiscal office and is responsible for overseeing the fiscal planning services; preparing Medicaid, Medicare, and Veterans' Administration cost reports; preparing various facility operating budgets; directing business office activities such as resident funds, payroll, employee benefits, worker’s compensation, FMLA, purchasing, accounts payable, and central supplies. The incumbent is also responsible for maintaining a working knowledge of reimbursement principles for all third-party payors, including changes in their policies and procedures on required reporting formats; responsible for establishing any new systems for identifying the facility's position relative to the authorized appropriation level for each fiscal year.
