Minimum Qualifications Qualifications

• Extensive knowledge of Internal Controls concepts, principles, practices and applications
• Knowledge of federal programs, and government planning and budgeting.
• Knowledge of the New York State Public Authority Laws, specifically, the Internal Control Responsibilities of Public Authorities of the State of New York, Public Authorities Law (PBA) CHAPTER 43-A, ARTICLE 9, TITLE 8 and the New York State Internal Control Act and Division of Budget Policy and Reporting Manual

• Knowledge of federal and state regulations pertaining to audit requirements, internal controls and prevention of fraud, waste, or abuse
• Demonstrated track record of performance and achievement in a cross-functional environment, supporting multiple initiatives

Education/Experience

Duties Description Position Description

The Internal Control Officer and Program Manager (ICOPM) reports to the Chief Risk Officer and is primarily responsible for the design, implementation, and management of EFC’s internal control program.

Essential Duties

Internal Control System, Process and Documentation
• Plan, organize and carry out an internal control framework that implements an iterative process to review and evaluate risk in terms of likelihood and impact and effectively embeds control activities in the daily objectives throughout the organization.
• Develop and manage a process and methodology for a regular testing of internal controls to ensure that internal controls are adopted and that their effectiveness is assessed regularly.
• Ensure timely reporting of corrective action plans. Monitor the implementation status of corrective actions that managers identify to strengthen existing controls, add new controls or improve work process.
• Ensure the timely completion of the Internal Control Summary and Certification and prepare information regarding high priority functions, corrective actions and testing performed during the previous fiscal year as part of the EFC’s Internal Control program. Ensure that internal controls reporting is documented and maintained.

Training and Education

• Implement continuous education and training efforts to ensure that staff achieve adequate awareness and understanding of internal control standards and evaluation techniques, as well as best practices.
• Keep abreast of applicable Federal and New York State internal control standards, guidance and public authority regulations, industry standard methodologies, and areas of focus/hot topics advising management of matters that may impact operational productivity and prioritization of risk assessments.

Program Management

• Assist in promoting and practicing a strong environmental, social and governance (ESG) proposition, and identifying any obstacles to achieving ESG objectives.
• Assist the Chief Risk Officer in developing and organizing documentation and coordinating processes to provide risk input and foster a risk aware culture.
• Provide support to the Chief Risk Officer on risk management activities to support EFC’s short and long-term strategic goals and guidance on risk exposure mitigation and monitoring.

Policies and Procedures

• Develop, implement, maintain, and review policies and procedures that protect EFC’s assets, create reliable financial reporting, promote compliance with laws and regulations, and facilitate effective and efficient operations.
• Monitor and evaluate compliance with existing policies and procedures, identifying exceptions and deficiencies, and proposing modifications as needed.


Risk Assessment

• Facilitate risk assessments to identify weaknesses in processes. Recommend and implement controls to minimize associated risks.
• Report risk management issues and internal control deficiencies directly to the Chief Risk Officer and propose recommendations for policy or process updates, as well as control activities to reinforce.

Working Conditions and Physical Abilities

Work is performed in an office setting, with prolonged periods of sitting and fine manipulation skills required for computer use.

In office position (not remote); may telecommute 2 days a week after 6 months based on current policy.
