Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Education Program Assistant 1.

Eligible List Appointment: Candidates who are reachable on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list or the Professional Career Opportunities (PCO) eligible list may be considered for appointment. Section 70.4 Transfer to Education Trainee 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Education Trainee 1 if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-09 or higher AND have standing on the Public Career Opportunities (PCO) or Public Administration Trainee Transition (PATT) eligible lists AND possess a Bachelor’s degree.

55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.

Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for an Education Program Assistant 1 position in the Office of Special Education (OSE). This Office works to promote educational equity and excellence for students with disabilities, oversees the implementation of federal and State laws and policies for students with disabilities, provides general supervision and monitoring of all public and private schools, serves New York State preschool and school-age students with disabilities, and provides technical assistance to parents and school districts. Under the direction of the Supervisor in Education of Children with Disabilities, the incumbent of this position will be responsible for activities in the Preschool Unit of OSE, ensuring NYSED compliance with the federal Individuals with Disabilities Education Act. Duties of this position include, but are not limited to, the following:

• Support activities related to the New York State’s Blueprint for improved results for students with disabilities, State Performance Plan and Annual Performance Report specific to preschool students with disabilities;
• Assist in preparing policy memorandum and guidance documents related to preschool special education;
• Assist with the Office of Special Education application processes for approved programs serving students with disabilities;
• Maintain and update databases, hard folders, and electronic folders used within the Office to track workloads and applications;
• Prepare approval letters and charts using current templates, including following Office letter formatting guidelines;
• Ensure accurate data entry and data tracking into NYSED data systems reflect approved programs and providers of special education and related services;
• Assist with FOIL request responses, as directed; and
• Assist in preparing materials, projects and reports.



Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required for all candidates at the time of interview.

This position may be filled as a traineeship. The salary listed above applies to candidates appointed to Education Program Assistant 1, SG-14. The hiring rate for candidates appointed to Education Trainee 1 starts at $40,818 and, for current New York State employees, is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship in order to advance to the journey level title and salary.
