Current New York State employee with one year or more of permanent, competitive service or 55b/c service as a Utility Analyst 1, Grade 18; OR current New York State employee with one year or more of permanent, competitive service or 55b/c service in a qualifying title and eligible for transfer** under section 70.1 or 70.4 of the Civil Service Law.

Duties Description The Utility Analyst 1 will work in the Office of Resilience and Emergency Preparedness (OREP), Emergency Preparedness Section and perform duties that include, but are not limited to:
• Assisting with maintaining and updating DPS Emergency Management Operations Protocols (EMOP), Emergency Plan, and Continuity of Operations Plan (COOP), which includes the coordination of department emergency preparedness, training, exercising and response.
• Assisting as necessary with DPS’s executive reporting, storm response, staffing of the NYS Emergency Operations Center (EOC), area Regional Operations Centers (ROC) and County Emergency Operations Centers as necessary.
• Assisting with internal training development and presentations associated with the Department emergency plan, COOP and EMOP.
• Assisting with the annual review and oversight of the NYS regulated electric utilities and Public Service Enterprise Group Long Island’s (PSEG-LI) emergency response plans, including participating in training and exercising of said plans.
• Assisting with future reviews and oversight of telecommunications providers prior to and during outage events including annual review of emergency response plans. In addition, assisting the Office of Telecommunications with taking the off-hour and weekend emergency notification calls.
