Minimum Qualifications Candidates must be reachable for appointment from the current Civil Service eligible list, Professional Careers Opportunity (PCO) or OPWDD's Central Office Public Administration Traineeship Transition (PATT). Appointment will be made at the traineeship level.

OR

Transfer: Candidates must have permanent competitive status in the posed title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Preference will be given to candidates who possess:

• Strong analytical, communication and presentation skills;
• Strong computer skills, particularly as it relates to Microsoft applications such as Word, Excel, Access, PowerPoint and other related programs;
• Ability to gather, organize, and present pertinent data to leadership in a succinct manner;
• Ability to prepare and evaluate expenditure and other financial reports.

Additionally, preferred candidates must be able to work in a fast-paced environment and handle competing, high priority assignments.

Duties Description The responsibilities of Budget Services include the development and negotiation of the annual budget to ensure OPWDD has the resources needed to support the agency's mission of helping families and people with developmental disabilities live richer livers. In addition to working to ensure the agency has the resources necessary to appropriately fund the major program areas of OPWDD, the budget request process includes preparing savings plans to support the request, preparing budget briefing documents and hearing testimony, and requests for budget initiatives based on agency priorities.
Under the direction of the Chief Budgeting Analyst or Supervising Budgeting Analyst and the Associate Budgeting Analyst, the Senior Budgeting Analyst will:
- Assist in preparing monthly cash spending projections for Personal Service and/or Non-Personal Service.
- Assist in preparing allocations, projections, and disbursement analysis for Personal Service and/or Non-Personal Service.
- Assist in monitoring spending against approved budgets, cash disbursements, and available appropriations to analyze cost trends, identify problems, implement appropriate actions and determine if funds are used effectively and efficiently.
- Assist in preparing SFS budget journals to segregate appropriated funds as needed.
- Assist in preparing SFS General Ledger Journals and adjusting entries as needed
- Assist in overseeing the portion of the agency's Federal Grants in accordance with assigned accounts.
- Assist in the approval and tracking process for B-1184s and Out-of-State travel.
- Assist in the development, presentation, and implementation of the agency's budget request.
- Assist with close-out activities
- Work with OPWDD staff and other staff, as necessary, to complete assigned tasks.
- Review and analyze legislative proposals and the implementation of the Enacted State Budget
- Assist in preparing responses to requests for information from the Division of Budget, agency leadership, and other agency units.
