Minimum Qualifications Non-Competitive: a bachelor’s degree and three years of IT auditing experience*, or an associate degree and five years of the experience listed.

IT auditing experience must have been gained in any one or combination of the following:

• An information system or audit professional with responsibility for designing, developing, and evaluating mainframe and server-based audit systems;

• An information system or audit professional with responsibility for designing and programming tests to perform audits of physical and logical access controls of mainframe and server-based systems;

• An information system or audit professional with responsibility for data extraction, manipulation and analysis using information from diverse sources, including preparation and presentation of written reports of findings suitable for a non-technical audience;

• An information system or audit professional with responsibility for supporting an audit group, including developing and maintaining audit systems and identifying and providing data in support of audit activity.

Duties Description The duties of the Information Systems Auditor 1 position in the Technical Services Audit Unit include, but are not limited to, the following:

• Assist in the design, development and testing of audit and agency applications and systems required to monitor district and vendor compliance with OTDA programs and support field and fiscal audit activities;

• Design, develop and test sophisticated queries to extract and manipulate required data sets from agency, audit and external data sources including Oracle and SQL Server databases, to support
audit and program integrity reviews, including identification of patterns of fraudulent activity within Temporary Assistance (TA) and Supplemental Nutrition Assistance Program (SNAP) program areas;

• Provide oversight and support of development activities for certain agency and audit systems, including those required by federal and state mandates for monitoring, tracking, and reporting program compliance and fraud prevention activities and implement changes and modifications to facilitate and implement new fraud detection and prevention edits and controls;

• Utilize current programming technology tools to redesign and modernize and automate antiquated audit systems and applications;

• Coordinate with ITS for the inclusion of new data elements or data sources within existing agency databases in support of audit activities and business functions;

• Participate in the design and implementation of internal controls within audit and agency systems and applications, including performing risk assessments and analysis;

• Act as technical liaison between A&QI units and ITS for various computer and data matches and audit systems support activities;

• Developing and maintaining a working knowledge of agency and audit systems and subsystems; and

• Keep management informed through verbal and written communications as needed and through the submission of periodic status reports on all aspects of the unit’s business.

Additional Comments A full-time, non-competitive appointment will be made. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. This position requires less than 25% travel. A background check of the selected candidate will be required.
