Minimum Qualifications Non-Competitive: a bachelor’s degree and three years of IT auditing experience*, or an associate degree and five years of the experience listed.
IT auditing experience must have been gained in any one or combination of the following:
• An information system or audit professional with responsibility for designing, developing, and evaluating mainframe and server-based audit systems;
• An information system or audit professional with responsibility for designing and programming tests to perform audits of physical and logical access controls of mainframe and server-based systems;
• An information system or audit professional with responsibility for data extraction, manipulation and analysis using information from diverse sources, including preparation and presentation of written reports of findings suitable for a non-technical audience;
• An information system or audit professional with responsibility for supporting an audit group, including developing and maintaining audit systems and identifying and providing data in support of audit activity.
Duties Description This position within Audit & Quality Improvement (A&QI) will be responsible for data analytics for various federal and state programs and systems, including the Emergency Rent Assistance Program (ERAP), the Specialized Fraud and Abuse Reporting System (SFARS), and the Welfare Reporting and Tracking System (WRTS). Additionally, this position will perform extensive data analytic activities using agency, bureau, and vendor databases to identify areas of potential recipient and/or retailer fraud and abuse activity within OTDA programs.
• Design, develop, and test sophisticated SQL queries to extract and manipulate required data sets
from agency Oracle and SQL Server databases to support field audit and program integrity reviews, including identification of patterns of fraudulent activity within OTDA program areas;
• Design, develop, and test sophisticated SQL queries to extract and manipulate required data sets from agency, audit, and external data sources including external Oracle and SQL Server databases to support audit and program integrity reviews, including identification of patterns of fraudulent activity within the ERAP application process;
• Develop data analytics to assist in the identification of suspicious SNAP redemption patterns using the SFARS database. Ensure accuracy of the SFARS system data, and assist in the modernization of the SFARS database and reporting;
• Analyze EBT transaction data and WMS information to identify recipients that are trafficking SNAP benefits, have multiple CINs, and/or are committing eligibility fraud;
• Analyze SNAP purchases made through the Online Purchasing Pilot (OPP) to detect anomalies, potential fraud schemes, and overall trends;
• Develop and maintain a working knowledge of OTDA systems and subsystems, as well as program, policy, and reporting processes; and
• Compile and synthesize data into descriptive reports containing written and graphic information based on the needs of agency and district staff. Communicate and present on technical information with non-technical team members and stakeholders.
Additional Comments A full-time, non-competitive appointment will be made. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. This position requires less than 50% travel. A background check of the selected candidate will be required.
