Duties Description The New York State Education Department (NYSED) is seeking candidates for a Payroll Examiner 2 position in the Office of Human Resources Management (OHRM). This Office provides personnel services, staff development, labor relations and employee benefits to staff in various diverse program areas within the Education Department, including the Office of P-12 Education, the Office of Adult Career and Continuing Education Services, the Office of the Professions, the Office of Cultural Education, the Office of Higher Education, the Office of Performance Improvement and Management Services, and the Office of the Chief Financial Officer. Under the supervision of a Payroll Examiner 3, the incumbent will process payroll in an accurate and timely manner. Duties of this position include, but are not limited to, the following:
• Review and enter PayServ overtime payroll transactions for the Department’s Regular Payroll and Special Payroll, and maintaining the overtime tracker database;
• Reconcile overtime payments through backend splits;
• Provide back up support for Special Payroll processing;
• Process New York State Summer School for the Arts (NYSSSA);
• Process Name & Address changes in three separate automated systems: NYSTEP, PayServ, and Oracle;
• Provide back up support for starting, changing, or deleting employee tax deductions and direct deposit accounts in PayServ;
• Enter pertinent information from new employee orientation packets into Oracle;
• Maintain and follow up on the uncashed check reports issued by OSC;
• Enter employee performance evaluations into Oracle;
• Provide customer service in person, on the telephone, by fax or through email to Department employees, supervisors, managers, and outside agencies concerning payroll questions and problems;
• Review and analyze payroll and personnel information reconciliation reports by comparing Department ORACLE information with NYSTEP and identifying any discrepancies, researching the issue, consulting with the personnel staff and control agency auditors as necessary, and making the required corrections in the appropriate systems; and
• Perform general office tasks such as filing, faxing, and photocopying, as required.

Minimum Qualifications MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Payroll Examiner 2.

Eligible List Appointment: Candidates who are reachable on the eligible list for this title may be considered for appointment. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SG-13 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law. Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must have one year of permanent competitive or 55b/c service as a Payroll Assistant, Payroll Examiner 1, Payroll Clerk 3, Office Assistant 2 (Calculations), OR service in a clerical, keyboarding, or paraprofessional title allocated to Grade 11 or higher. Provisional candidates must take the examination for Payroll Examiner 2 when it is next offered, and must be reachable on the resulting eligible list to maintain employment.

Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment or a temporary provisional appointment. Provisional candidates must take the examination for Payroll Examiner 2 when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.

This position leads to a maximum salary of $70,317 based on annual performance advances.
