Duties Description The Health Program Administrator 3 (HPA3) will direct the new Bureau of Clinical Quality Initiatives within the Clinical Center in the Office of Health Services Quality and Analytics. The Bureau's activities are aimed at improving clinical quality of care delivered by hospitals and outpatient providers, supporting quality improvement activities for healthcare providers, supporting efforts to improve access and quality, and enhancing current and future activities to reduce health disparities and promote health equity. The HPA3 will oversee currently existing programs that are regulated under New York Codes, Rules, and Regulations (NYCRR), Title 10, such as the Sepsis Care Improvement Initiative and the Stroke Designation Program. The HPA3 will also oversee the development and implementation of a strategy to provide information on and monitor the impact of primary care on health outcomes and inform on opportunities to improve access to and quality of primary care. The HPA3 will provide leadership, direction, and planning for ongoing and new projects.
Duties will include:
• directing staff activities in the Bureau, and creating and monitoring workplans for the major activities,
• establishing priorities for Bureau activities,
• managing Bureau staff and resources to ensure successful and timely completion of responsibilities,
• ensuring programs meet regulatory requirements,
• ensuring completion and delivery of contractor deliverables,
• developing public reports and program evaluations,
• working with internal and external stakeholders to implement and achieve goals,
• representing the Department at internal and external meetings associated with Bureau activities, including preparing and delivering presentations, contributing to workgroups, and writing guidance and reports,
• contributing and implementing innovative ideas for current and new programs, and
• managing issues or needs that arise.
Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Health Program Administrator 3, SG27, and eligible to transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law OR Current NYS employee with one year of permanent or contingent-permanent, competitive, service in a title SG25 or higher and eligible to transfer under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

• experience working in health services, public health programs, quality improvement, performance measurement, program evaluation, and/or data collection and analysis
Additional Comments Work hours and telecommuting availability (50% maximum) for this position will be discussed during the interview process and are subject to operational needs and the telecommuting application process.
For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
