Duties Description Under the direction of a Contract Management Specialist 3, the incumbent’s duties will include but not be limited to:
• Lead all IT-related procurements, from inception to award.
• Develop and mentor staff in their purchasing and contract related performance.
• Develop procurement strategy and implement different source selection techniques, providing insight and guidance to staff on acquisition best practices.
• Initiate and respond to new and ongoing program requests for goods and services, including identification of the procurement methods, coordination of procurement and follow up on all activities related to the acquisition.
• Participate in the development of Requests for Proposals (RFPs), Invitation for Bids (IFBs), Mini Bids, Request for Quotes (RFQs) and Single/Sole Source procurements.
• Provide procurement support on the development of Statements of Work (SOWs) by program areas as needed
• Collaboratively develop new guidelines, policies and procedures, or changes to existing program guidelines, to streamline, monitor and control the procurement process for management review.
• Train new staff and advise existing staff regarding applicable laws, rules, policies, procurement techniques and procedures.
• Provide guidance to agency program staff in the contract development, approval, execution, and amendment process.
• Review formal quotes and written contract documents with vendors: negotiate terms, conditions, and rates.
• Prepare and process contract agreements and all documentation and justification necessary to obtain the necessary approvals of control agencies.
• Resolve program and vendor procurement complaints/disputes and follow-up to ensure efficient delivery of services and adherence to purchase terms.
• Interact with DOL Counsel’s Office on contractual matters.
• Participate in meetings as required.
• Perform the full range of supervisory duties.
• Maintain a high level of customer service with both internal and external stakeholders.

Reassignment Qualifications:
Current Department of Labor employees only, with at least one year of permanent, contingent-permanent, or 55b/c service in Contract Management Specialist 2; if you have less than one year, you must be reachable on the current Contract Management Specialist 2 eligible list for this location if one exists.

52.6 Transfer Qualifications:
One year of permanent or contingent-permanent as a Grade 21 or higher determined to be administrative by Civil Service.

70.1 Transfer Qualifications:
One year of permanent or contingent-permanent as a Grade 21 or higher determined to be similar by Civil Service.

Consecutive transfers cannot result in an increase of more than one M-grade or two salary grades.

Preferred Qualifications:
Ability to initiate and maintain relationships across a diverse set of stakeholders.
Knowledge of OGS IT Umbrella and HBITS contracts, knowledge of NYS Finance Law and SFS, MS Office experience, excellent written/oral communication skills, ability to multi-task and meet time sensitive deadlines. Experience working to develop: Requests for Proposals (RFPs), Invitation for Bids (IFBs), Mini Bids, Request for Quotes (RFQs) and Single/Sole Source procurements.

Additional Comments This position is located within the Business Administration Bureau.
