Duties Description Managing the fiscal unit of the program, overseeing the coordination between fiscal and operations on temp staffing as well as overseeing the temp contract process, oversee program expenditure planning and tracking, including cost allocation plan administration, and develop and oversee information systems required by a program and administer program functions.
Prepare, manage, and submit miscellaneous and grant contracts.
Oversee the administration of the grant contracts.
Review contract effectiveness and fiscal appropriateness.
Oversee the monitoring of OPMC contracts working with program directors to ensure contract terms are met and vouchering accurately and promptly completed.
Supervise and provide training to purchasing and accounts payable staff.
Track expenditures and provide quarterly reporting.
Assist with annual budget preparation, submission and tracking.
Oversee miscellaneous non-employee spending.
Collect and analyze data/information and develop reports/recommendations regarding program activities/responsibilities to recommend efficiencies, program needs, and cost savings opportunities to the Assistant Director of OPMC.
Liaise with vendors to provide guidance on contract requirements and voucher submissions.
Supports the Assistant Director as necessary with business management of the office and other projects as assigned.
Minimum Qualifications Permanent Transfer Candidates: Current NYS employee with one year or more of permanent or contingent-permanent competitive status or 55b/c service in a title at or above a salary G21 and eligible for transfer via Section 70.1 or Section 52.6 of the NYS Civil Service Law.
Preferred Qualifications: Strong computer skills, including experience using databases. Ability to interpret written communications from the public and others. Excellent written, communication and interpersonal skills. Strong attention to detail and ability to meet deadlines. Ability to coordinate multiple tasks.
Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
