Duties Description Under the general direction of the Director of Real Property Tax Services or other manager, the Real Property Analyst 3 will perform the following essential functions:
•Advise division leadership on communication strategy and messaging for programs related to property taxes and assessment administration
•Develop and implement communication plans to share information about key programs with the public, local officials, and internal stakeholders
•Manage the division’s training programs, including the development of new educational programs for division staff, local officials, and the public
•Lead the division’s efforts to develop and provide presentations at local official conferences and public events
•Ensure the accuracy of roughly 3,000 webpages related to property tax and assessment administration
•Oversee the administration of local official qualifications, certification, and continuing education requirements, as well as reimbursement of training for local officials.
•Manage the scheduling and mailing of more than 400,000 STAR letters to homeowners annually, as well as the development and updates of division forms
•Oversee the drafting and publication of an annual report and other reports as required
•Provide direction to staff to ensure the accuracy of telephone, email, and letter responses to property owners, local officials, and legislators
•Ensure that staff apply department standards to web content and publications
•Work collaboratively with the department’s Office of Communications and Public Affairs, Training Resources Bureau, Call Center Division, and other bureaus to effectively administer the above functions
•Supervise, train, and mentor two to three unit supervisors
•Adhere to the time and attendance rules of the Tax Department
•Excellent writing and communication skills required
•Travel may be required up to 5% of the time.
Minimum Qualifications Current NYS employees eligible for 70.1 or 52.6 transfer in accordance with Civil Service Laws, Rules, and Regulations.
OR
Current NYS employees who are immediately reachable on the Real Property Analyst 3 Eligible List for Syracuse.
OR
Non-Competitive Promotion: A permanent competitive appointment via a non-competitive promotion examination (NCP) may also be made pursuant to Section 52(7) of Civil Service Law, if three or fewer qualified candidates in the Department promotional field apply for this position.
Qualification for non-competitive promotion for this title include: One year of permanent service as a Real Property Services Manager 1 or Real Property Analyst 2.
OR
Provisional Appointment: In the event an eligible list for this title does not exist, or has less than three acceptors, a current New York State employee with one year of permanent, contingent-permanent, or 55b/c service as a Real Property Analyst 2 or Real Property Services Manager 1 may be appointed on a provisional basis.
Note: Provisional appointments are made pending an exam and will be revoked if the selected candidate is not immediately reachable on the eligible list resulting from the next holding of the exam.
