Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
Under the direction of the Chief Budgeting Analyst 1, M-2, the Supervising Budgeting Analyst, M-1, within the Office of Information Technology Services Finance Division, the incumbent will support and provide oversight into the essential on-going financial transactions of ITS. The duties for this position provide critical oversight for budget and purchase services within finance services including the issuance of purchase orders, interaction with the Division of Budget (DOB) and Business Service Center (BSC) at the Office of General Services (OGS), development and maintenance of spending plans, and on-going financial analysis.
Specific duties will include, but are not limited to the following:
• Provide analysis to senior management as well as NYS control agencies including OSC, DOB, SFS, and OGS/BSC.
• Oversee preparation of weekly financial reports.
• Submit and track Request to Fills (RTFs).
• Management of Pool Code IDs/Pool Code ID maintenance in the PAYSRV system; -- Full Time Equivalent (FTE) Reporting.
• Manage, maintain, and provide agency training of the chart of accounts.
• Participate in the various workgroups (i.e., Chart of Accounts, SFS).
• Manage resolution of SFS budget errors and respond to error inquiries from the BSC and other NYS Agencies.
• Assist with the annual ITS State Budget Request (SBR) to the Division of Budget (DOB).
• Prepare fiscal impact analysis of pending and enacted State and Federal legislation, Executive Orders, program letters, etc.
• Execute and monitor spending plans and encumbrances pursuant to levels established in the enacted state budget and in coordination with fiscal operations.
• Monitor and analyze agency revenue and cash spending projections for DOB’s review.
• Monitor, analyze, and approve non-personal service (NPS) information technology (IT) spending requests.
• Coordinate dedicated team justifications for B1184 submittals, and act as a liaison to secure DOB approvals (B-1184s).
• Provide direction, management, and policy guidance as needed.
• Provide leadership to promote enterprise procurement coordination and efficient management of ITS's resources and assets across Statewide hosted agencies.
• Provide fiscal oversight of Agency/Department/Program spending by maintaining accurate financial record keeping, spending plans, cost allocation controls, and budgets.
• Conduct reviews and approvals of new Demand and Project Requests using the ITSM (Informational Technology Service Management AKA Service Now) Workflow Process. This includes determining that each request is justified, that an accurate cost estimation is included, that funding sources have been identified and approved, and that all appropriate documentation is attached to the requests.
• Prepare, complete, and monitor ITS’s Capital Fund Budget submitted to DOB for approvals and appropriations.
• Perform all other duties necessary to assist the ITS Director of Budget, the ITS Director of Finance, and the ITS Chief Financial Officer.
• Perform the full range of supervisory duties, as applicable.
Minimum Qualifications Open to NYS employees with one year of permanent competitive service as a Supervising Budgeting Analyst, M-1. Also open to NYS employees with one year of permanent competitive service at the SG-23 level or above who are in titles approved for transfer under Section 52.6 of the Civil Service Law. This transfer cannot be a second consecutive transfer resulting in an advancement of more than two grade levels or one M-level.
Minimum Qualification for 52.7 Non-Competitive Promotion:
If there are no more than three qualified candidates in the promotion field within this agency for this position, the agency will request approval from the Department of Civil Service to fill this position via a noncompetitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for a NCP, candidates must be a current New York Office of IT Services employee in the direct promotion field with one year or more permanent, contingent-permanent, or 55b/c status as an Associate Budgeting Analyst.
Preferred qualifications:
- Proficiency in utilizing SharePoint Sites to collaborate, analyze, track, and automate process workflows associated with spending plans, funding plans, and staffing plans.
- Proficiency in using the Statewide Financial System (SFS) for review/approval of budget journals.
- Procurement Requests (PR's), and AnalyzeNY/SFS Analytics Reporting.
Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence.
Some positions may require fingerprinting.

Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
