Duties Description The Business Analysis and Testing (BAT) Unit provides support to business unit managers regarding processes, analysis and special projects and initiatives with the goal of improving business processes and working more effectively and efficiently.
The incumbent will provide guidance, administrative, and technical assistance for the day-to-day activities within the Business Analysis and Project Support Units. Duties include, but are not limited to, the following:
• Developing comprehensive project plans;
• Elicit and communicate business requirements;
• Create, validate, and maintain process documentation, business rules, and additional specifications (including flow charts, process models, and technical specifications).
• Assist in developing and monitoring test plans. Evaluate test results for consistency with business and system requirements.
• Evaluating solution performance against business goals and objectives;
• Participating in developing the to-be state, identifying and documenting changes;
• Planning and performing system research and gathering information;
• Assisting with developing training and user support materials;
• Working closely with program and IT staff, stakeholders, and Business Analysts from other units;
• Interacting with customers in a respectful and helpful manner and actively listening to issues and guiding them through appropriate solutions;
• Provide project administrative support for tracking and reporting project statuses;
• Following up on action items;
• Comply with the Office of Human Resources Management, Code of Conduct, Ethics, and Internal Control rules, policies and procedures; and
• Adhere to the Department's time and attendance rules and regulations. Adhere to the Department's time and attendance rules and regulations.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NYHELPS)
For the duration of the NY HELPS Program, this title may be filled via a con-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
Within one year of permanent appointment, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
This position may be filled as a two-year traineeship: advanced placement is at the discretion of the hiring agency.
• Trainee 1 is equated to SG-14, $53,764
• Trainee 2 is equated to SG-16, $59,994
• Journey Level, SG-18 starting salary is $66,951.
Business Systems Analyst Trainee 1:
Four years of business analysis experience including: using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or; describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle; validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.
Substitution: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience

COMPETITIVE MINIMUM QUALIFICATIONS
The selected candidate must be a current NYS employee eligible for transfer in accordance with Civil Service Laws, Rules, and Regulations.
OR eligible via the 55-b/c program (please include your Letter of Eligibility and transcripts with your application).
OR immediately reachable on the appropriate exam for this title and location (PATT and PCO for Albany). This position may be filled as a two-year traineeship.
