Duties Description Under the direction of the Deputy Commissioner of Technology, the Manager of Information Services Technology 2, will be responsible for modernizing, enhancing and supporting all OMH Forensics applications, Incident Management application (NIMRS), Child and Adult Integrated Reporting Systems (CAIRS), Open Dental, Mental Health Automated Record System (MHARS) and the new Electronic Health Record system (EHR), and modernize local provider applications. Duties include, but are not limited to, the following:
• Develop, implement and ensure adherence to internal controls, policies, guidelines, standards, and procedures.
• Oversight of all vendor interactions for EHR application, including oversight of Application Integration, Data migration, Data Warehouse, Infrastructure, and implementation of EHR system across 24 facilities, 2 research facilities and outpatient clinics
• Modernize patient systems and oversee all aspects of analysis, architecture, design and implementation of these applications. Track and monitor the staff time in prep for CMS appropriation.
• Communicate with all executive teams on status, progress, risks. Co-ordinate with other team managers, agency management, vendors, ITS exec team and other impacted stakeholders.
• Responsible for developing, implementing and maintaining operating and standard operating procedures and policies.
• Negotiate and implement service Level agreements between ITS, OMH and vendors
• Manage/Oversee and provide technical leadership and guidance to application development teams and schedule, coordinate and facilitate team meetings to organize work and track progress.
• Implement standard release and deployment management principles and checklists and automated release and deployment management activities for all applications.
• Perform a full range of supervisory duties including staff reviews, performance evaluations, and disciplinary programs as required by NYS policy. Mentor and guide management team and their staff. Develop annual staffing/succession plans and foster growth opportunities.
• Leverage the Secure Software Development Life Cycle (SSDLC) for all activities, enforce programming standards, and coordinate work assignments.
• Manage, track, coordinate, prioritize work related to all OMH application needs and collaborate with OMH program areas to understand their operations, systems, and business functions.
• Schedule/Oversee bi-weekly status meetings with business users to provide updates, progress, issues and risks associated with demands, projects, and enhancements.
• Participate and contribute to all strategic planning, governance and roadmap planning discussions with agency and ITS.
• Maintain application documentation/artifacts in repositories for easy access and information sharing.
• Manage administrative responsibilities including budget requests, requests to fill, HBITS procurements and recruitment activities.
• Supervise, mentor and guide staff, including the assignment and prioritization of work, approval of leave requests, completion of probation reports and the completion of performance evaluations.

Minimum Qualifications Open to NYS employees with one year of permanent competitive service as a Manager Information Technology Services 2, SG-29, OR in a position at the SG-27 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades or one M-grade.
