Duties Description The Bureau of Public Need within the Center for Licensure, Planning, and Finance reviews Certificate of Need (CON) applications to ensure that proposed health care services will benefit the communities that applicants serve. The CON process governs the establishment, construction, and renovation of health care facilities, such as hospitals and diagnostic and treatment centers across New York State. The CON process promotes the delivery of high-quality health care and ensures services are aligned with community needs. The Health Program Administrator 1 in the Bureau of Public Need will review CON applications to develop recommendations using the following: Interpret and evaluate documentation and data to ensure program compliance. Gather, analyze, and interpret data from the Department’s data sources and other sources, build the bureau’s collection of data to determine health care utilization trends focused on health planning. Identify pertinent issues in applications for bureau and division leadership. Develop written reports while collaborating with other program staff and make recommendations regarding the licensure of health care facilities. Offer improvements to internal bureau review policies and procedures. Participate in ongoing educational needs, training, and guidance for staff.

Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one or more years of permanent or contingent permanent service as a Health Program Administrator 1, SG23 OR Current NYS employee with one or more years of permanent or contingent-permanent competitive service in a salary grade at or above G21 and eligible for transfer via Section 52.6 or Section 70.1 of the NYS Civil Service Law.

Preferred Qualifications: Experience in interpreting language related to health planning and health care utilization. Ability to work with data sets and mapping software. Excellent written communication skills. Understanding of the regulatory process.
