Duties Description Under the supervision of the Head of the Contract Management Unit in the Public Transportation Bureau’s (PTB) Financial Support Section, the incumbent will be tasked with leading a team of two staff, responsible for timely processing of the Bureau’s reimbursement requests. The selected candidate will be expected to solve complex issues that arise that inhibit processing of these requests. Additional tasks will include creation, execution, and amending of procurement records and procurement contracts as needed to support the Bureau’s work. The successful candidate will have strong knowledge of the Statewide Financial System (SFS) and be comfortable with various software applications as needed, including NYSDOT Legacy systems such as OBIEE and WIPPER. This position will require the selected candidate to be strongly self-motivated, as much of the work will be done independently. Duties include, but are not limited to the following:

• Ensure processing of reimbursement requests in accordance with timeframes outlined by state statute and Department policies;

• Investigate and troubleshoot issues that prevent processing of reimbursement requests received by the Bureau;

• Prepare and assist with creation of Schedule A’s for procurement contracts, which includes creation and amending of procurement contract requisitions, and creation/amending of purchase orders in SFS, as needed;

• Develop Standard Operating Procedures that document the reimbursement process and other processes within the Unit, as needed;

• Prepare pending and final orders for the Bureau’s Section 5310 OGS Adult Bus Contract;

• Review certs and assurances required to execute procurement contracts related to the Section 5310 program

• Other duties as assigned.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Trainee 1 level: A bachelor's or higher degree.

Trainee 2 level:

Either 1: A bachelor's degree and one year of professional experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, conduct data analysis, and develop internal controls.*

OR 2: a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience. **
Senior Administrative Analyst:

Either 1 - A bachelor's degree and two years of professional experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, conduct data analysis, and develop internal controls.*

OR 2. a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.**

Additional Comments *This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NYHELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
