Minimum Qualifications Five years of experience in:
-OTDA Program Areas and LDSS business requirements
-Network Architecture & Security experience
-Windows Server experience including IIS and SQL
-Able to create technical documentation including system diagrams
-Experience supporting VDI endpoints and virtual desktop
The following degrees may substitute for the general experience as indicated:
Associate’s degree and four years of experience
Associate’s degree including 15 semester credit hours in computer science and three years of experience
Bachelor’s degree and three years of experience
Bachelor’s degree including 15 semester credit hours in computer science and two years of experience
Master’s degree in computer science or related field substitutes for an additional year of experience
Doctorate in computer science or related field substitutes for an additional year of experience
Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.
Under the direction of a Manager of Information Technology Services 2, SG29, within the Dedicated Support, Office of Temporary and Disability Assistance, Office of Temporary and Disability Assistance Portfolio, this person will be the Technical Lead for the Portfolio Local District Social Services (LDSS) Initiatives. We are seeking to fill this highly technical project position as a SG27-equivalent.
Specific duties include, but are not limited to:
• Build and maintain key relationships with clients and key personnel within OCFS, OTDA and LDSS offices.
• Resolve areas of concern as raised by clients and escalate issues to management
• Attend meetings with clients to discuss business needs and IT services; and meet with other ITS teams to discuss possible improvements
Technical Lead activities for Human Services (HS) Portfolio
• Provide technical lead/support for HS on ITS enterprise projects
o LDSS VDI project -- OTDA/OCFS/LDSS file server data migrations -- LDSS member server project
Network Architecture
Security/Firewall
Windows Servers
Microsoft Active Directory (AD)
• Troubleshoot hardware issues
o VDI endpoints
o Document Scanners
• Manage audit activities for the Portfolio
o IRS and SSA
• Consult with ITS Internal Audit (IA) and Chief Information Security Office (CISO) regarding security concerns
• Develop LDSS IT strategy
Oversee and Approve Technical Documentation
• Service notifications
• Customer notifications
• Business requirements/use cases
• User documentation
Perform Change Management activities for OTDA/OCFS Business Application Services
• Monitor and approve ITS Enterprise change activities
• Support Portfolio Change Managers and application development teams on change-related activities (impact, testing, etc.)
• Assess operational impact of proposed ITS Enterprise changes/maintenance
• Identify and report issues as appropriate
• Provide subject matter expertise to CRM, OTDA and OCFS BAS
Performs all supervisory responsibilities.
Additional Comments Some positions may require fingerprinting.
Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.
Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
