Duties Description Under the direction of an Information Technology Specialist 4, SG25, the incumbent will work on the Enterprise Applications Development team, under the Information Technology Bureau. The incumbent will play a crucial role in supporting the agency's mission by providing support for our enterprise applications including NYMatters and other business applications. This includes providing end-user support, making basic configuration changes, creating documentation, and assisting in the analysis of requirements and designing user-focused solutions. This position will collaborate with business users to enhance application workflows and maintain a comprehensive knowledge base for future reference. The incumbent will build and enhance the Quality Assurance (QA) team by developing test plans, executing test cases, analyzing results, reducing bugs, and continuously maturing QA processes to ensure high-quality deliverables. Duties include, but are not limited to:
• Maintain existing web applications and develop enhancements using C# or Java, HTML, CSS, JS Libraries, and Web services. ?
• Develop application code following the Office of the Attorney General standards and policies.
• Write well-designed and efficient code following industry standards and best practices.
• Create and maintain PL/SQL packages, functions, and procedures. Write complex SQL queries.
• Work with Business Analysts to gather and refine specifications and requirements.
• Interact with end-users and other IT staff to troubleshoot problems.
• Create application documentation and architecture diagrams.
• Troubleshooting application issues, analyzing server logs, and monitoring application states.
• Build and enhance the QA team by developing test plans, executing test cases, analyzing results, reducing bugs, and continuously maturing QA processes to ensure high-quality deliverables.
• Act as the second level of support between end users and developers, troubleshooting issues, documenting problems with detailed screenshots, and ensuring timely resolution.

Preferred Qualifications
• 3+ years of professional experience in .Net core, C#, and entity framework or with Java.
• 3+ years of professional experience with testing tools (Regression testing, automated testing or load testing)
• 1+ year of professional experience with SQL and PL/SQL
• 1+ year of professional experience with HTML, CSS, and Javascript.
• 1+ year of professional experience deploying web applications,?change control processes, and application monitoring.
• 1+ year of professional experience creating and consuming Web Services.
• 1+ year of professional experience with Log4J or other common logging frameworks.
• ITIL certification or relevant IT service management experience.
• Familiarity with ServiceNow (SNOW), HIVE or other project management tools.
• 1+ years of experience with automated testing tools like UFT One, Tricentis Tosca, Leapfrog, selenium scripting or similar frameworks.

Minimum Qualifications Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6, 70.1, or 70.4 of the Civil Service Law.

Transfers:
For 52.6, 70.1 and 70.4 transfer to an Information Technology Specialist 3, salary grade (SG)-23, you must have one year of permanent competitive service in an approved title for transfer allocated to an SG-21 or above.

Non-Competitive Qualifications for appointment under the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) program: For appointment to an Information Technology Specialist 3 (SG-23), you must have:
1. Five years of professional experience in the following computer related areas: network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing.

OR

2. A bachelor's degree in any field including or supplemented by 15 semester credit hours in computer science and two years of experience; or a bachelor's or higher-level degree in any field and three years of experience; or an associate degree with 15 semester credit hours in a computer science field and four years of experience.

For appointment to an Information Technology Specialist 3 Programming (SG-23), you must have:
1. Five years of professional experience in computer programming which must have involved the planning, configuration, testing, implementation, and/or management of the systems environment that supports the organization's information technology architecture and business needs.

OR

2. A bachelor's degree in any field including or supplemented by 15 semester credit hours in computer science with at least 9 semester credit hours in programming languages and two years of experience in computer programming; or a bachelor's or higher level degree in any field and three years of experience in computer programming; or an associate degree with 15 semester credit hours in programming languages and four years of experience in computer programming.
