Duties Description Oversees payroll for full-time, part-time, and temporary employees, following the basic rules and guidelines, using the NYSTEP, PAYSERV, NYBEAS, and NYSLRS systems. Responsible for providing reports every two weeks about payroll, staffing, hours worked, yearly audits, and reimbursement for the Fiscal Administrator and facility management.
• Prepares and distributes paychecks to CSEA, PEF, NYSCOPBA and M/C employees.
• Oversee job titles for different areas of the facility, such as Nursing, Medical, Rehab Therapy, Food Service, Maintenance, Security, Business Office, Social Services, Housekeeping, Recreation, and Administration.
• Use Human Resource Information System (HRIS) and Personnel Transaction Forms prepared by Human Resources to input new hires and changes in employees’ job status.
• Maintains Per Diem salary caps through Civil Service transactions in NYSTEP.
• Must interpret and apply policies and regulations issued by the Department of Civil Service, the Division of Budget, and the Office of the State Comptroller.
• Must administer the in-house leave and attendance system for timekeeping purposes for employees through LATS.
• Submission of payroll on approved timecards bi-weekly in LATS to PAYSERVE, which produces paychecks.
• Help employees understand and sign up for different health insurance options and explain how health insurance payments work.
• We will keep in touch with employees, insurance companies, and other departments to solve any questions or issues that come up.
• Assist with the NYS Employees Retirement System, helping with retirement enrollments and completing necessary paperwork.
• Help with the new Employee Orientation training that happens every two weeks. New employees will fill out forms for taxes, health insurance, and retirement; explain how paychecks work and what’s included in them.
• Additional duties as allowed by the classification standard for this title.
Minimum Qualifications Transfers: Current New York State employee with one or more years of permanent, contingent-permanent, or 55 b/c service in a position eligible for transfer under Section 70.1 of the Civil Service Law to Payroll Examiner 2.
Promotion Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, you must be a qualified employee of New York State and have had one year of permanent competitive, non-competitive NY HELPS*, or 55-b/55-c service as Payroll Assistant, Payroll Assistant Trainee, or Payroll Examiner 1; or an an Office Assistant 2 (Calculations); or in a clerical, keyboarding, or paraprofessional title allocated to Grade 11 or higher.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position.
